Senate passes Special Operations Bill by 16–15

The Special Operations Bill cleared the Senate on 24 September by 16 votes to 15, with no abstentions, according to Parliament’s official record. The legislation was approved without amendments at committee stage.

The bill would establish policing districts and a framework for special operations by police, with possible Defence Force assistance. It provides for human-rights and de-escalation training, operational protocols and reporting to the Government and Parliament.
