The Tobago House of Assembly passed a motion on 29 September 2026 to modify financial rules dating from 1990. Finance Secretary Petal-Ann Roberts said the changes would align the rules with procurement legislation, clarify spending authority and improve reporting. Assistant Finance Secretary Kern Alexis said uncertainty under the existing rules contributes to payment delays. TTT reported that the revised rules still require the parliamentary and presidential approval process before full adoption by the THA.
